Hello all --

http://pimientolinux.com/peru2ms/    contains an exchange of letters
between a Microsoft representative and a Peruvian legislator on the
issue.  I can't vouch for the authenticity of the contents, but I
haven't heard of a serious challenge either.  Interesting reading.
