[LON-CAPA-users] Can't set Max # Tries

There look to be some issues with IE 5 and seeting max tries.

IE 6.0 is fine
IE 5.5 is fine
IE 5.0 looks fine but doesn't set anything
IE 4.0 bombs, with javascript error 'parmwein' is not an object
Netscape 4.7 is fine
Mozilla is fine
