[LON-CAPA-users] IMS package imports

The IMS import options currently offered in LON-CAPA are tied to the
specific CMSs used to create the IMS content package, as that provides
a mechanism to support extensions and/or different implementations
used by each CMS when generating content packages. The goal in
LON-CAPA had been to optimize outcomes when importing an entire course
from a particular source CMS.

It is planned to support import of generic IMS content packages (which
would not incorporate extensions used by specific CMS vendors), and
offer that as an additional option when choosing a package source.
This would support import of QTI 1.1 assessment items and testbanks.
Given that the existing IMS import code in LON-CAPA already handles
vendor variants/extensions to QTI 1.1 when importing courses which
contain assessment items and/or testbanks, it is anticipated that
implementation will be straightforward.
