That is odd.
On CentOS/Red Hat/Scientific Linux 6 I would expect LON-CAPA's
./UPDATE script which is run to install LON-CAPA would have retrieved
picins.sty from:
http://install.loncapa.org/ctan/tex-archive/macros/latex209/contrib/picins/picins.sty
and written it to:
/usr/share/texmf/tex/latex/picins/picins.sty
and then to have run:
/usr/bin/texconfig rehash
My suggestion would be to:
See if /usr/share/texmf/tex/latex/picins/picins.sty exists, and if not
do those steps manually.
However, if picins.sty was not installed I do wonder what other
commands might have not have run to completion when you installed
LON-CAPA. You might look in the WARNINGS file in the loncapa-2.10.1
directory from where you ran ./UPDATE to install LON-CAPA, to see if
there are any other notes, warnings or errors.
I would have expected to see this:
/usr/share/texmf/tex/latex/picins/picins.sty created and
/usr/bin/texconfig rehash ran successfully.
in the WARNINGS file.
