[LON-CAPA-admin] Images not showing up in student view for some questions

This can happen if the problem was coded without the allow tag at the bottom.

If a problem is included in a course, a student is allowed to access it, but resources that
are NOT included in the course cannot be accessed by students. 

The allow tag says "Also include this file in the list allowed for students"

While it may be something more complicated than this, this is definitely the first place to
check. 

What problems are giving grief?
