[LON-CAPA-admin] Change history between LON-CAPA 2.10.0.RC2 and 2.10.0

Congratulations, Stuart.

I sorted out my issue with the CentOS 5 repos, and just installed 2.10.0 on our library server.  Looks fantastic!
