[LON-CAPA-admin] adm/mail? Not Found

Hi,

As CC the "What's New" page lets me know when I have new course messages, and 
the link sends me to adm/communicate, which works great.

I just sent out  a critical message, which shows up in the "What's New" page, 
but it's link wants to send me to adm/mail?   However, when I try to follow 
this link, I get "The requested URL /adm/mail was not found on this server."  
Is this a bug in the link, or is my server not set up right?  This is on our 
library server.
