I belive the reason is because that isn't the file name.

I think this is what you want:

/res/ohiou/p200/201/Fall2002/exams/final/201f02fin.pdf

Nothing that I know of.

It can happpen when a student tries to acces a resource when not
logged in.

They should already be redirected to the login as it is.
