[LON-CAPA-users] Recycling DOCS coursesS

DOCS course were always designed as one-offs, and work in the same way 
that most other course management systems do (incl. BlackBoard, WebCT, 
and Angel), i.e., nothing gets recycled. Easy recycling has always been 
a LON-CAPA-special. Until #1144 gets addressed, publishing the 
top-level map is the better idea for something
that should be re-used.
