Hrrm, actually it looks like mozilla does things correctly.

1) <font><table></table></font>
   is not allowed in any HTML spec (feel free to try out the w3c
   validator)

2) if you set a a <!DOCTYPE>  for HTML 3.2 or earlier Mozilla defaults
   to a compatibility mode that does do the font increases.


As I said before tth needs to be modified to output proper HTML.
