Lars,

Yes, we do have a bug report logged to allow HTML and upload for syllabi.
For now, it is true that one either has to use the tool as-is, or upload a
syllabus to construction space, and incorporate it that way (upload the
syllabus, publish it, go to DOCS, and put it in your course using
"import").
