If you know the IP-address range of the rooms, you can restrict access to only those rooms.

You can in addition set a proctor password to unlock a folder.

Not really, except that the exam is then automatically “open book” anyway (which could be just fine), since the students have access to the web.

Overall, sounds like proctor password is what you want.
