If you mean that you want questions to be automatically and globally remarked after republishing a problem or after changing parameters such as tolerances, then I believe that the answer is "no".  You'd have to identify which previous student submissions would have been "correct" under the new regime and then manually regrade them.
If I am wrong about this then could somebody update bug #1243.
