This morning one of my students experiences the same symptom. The
system is using IE 7.... However, after clicking it a few times, the
window stays open. I wonder if this is related to the new feature
http://bugs.lon-capa.org/show_bug.cgi?id=5523
which is only present from 2.5.9+.

Hi Jay,
I'm having trouble replicating this on Windows XP with IE7 and the
latest updates installed. I do notice that a little javascript error
icon flashes in the lower left-hand corner of the previous tries window
for a moment. A little icon for checking that the page contents doesn't
contain any phishing sites also flashes for a moment in the window. I
tried disabling/enabling this phishing checking and I do notice less of
a pause, but the window still works in either case.
Do you see a little error icon in your blank window? If so, can you
cut-and-paste the error contents and send them to me so I can create a
bug report (or you can create a bug report).
