[LON-CAPA-users] Grades display when submissions hidden

Hi Will and Mark,

No feedback is supposed to prevent all forms of correct/incorrect 
feedback to students.

I just did some testing and there is a bug here.  I modified Will's bug 
report at http://bugs.lon-capa.org/show_bug.cgi?id=5705 with the 
following comments:

I did some additional testing on this.  It appears if problemstatus=no, 
then quickgrades behaves like it should - no feedback to the student.

However, if I sent problemstatus=no_feedback_ever, then the student 
grade screen inappropriately shows the grades.

I also classified this bug as a major bug instead of a normal bug and 
moved it from priority 2 to priority 1.
