You will need to set this parameter at the resource level for each
resource you want to affect.

The scope of the effect is just in the "Exam Upload" resource's 
display of the weight. All other aspects of the system (CHRT/GRDS
regular homeowrk, etc.) it won't affect. 

But in order to do it you will need to set it on each individual
problem.

(The need to do this on an individual problem basis is eliminated in
the upcoming version 2.4.0 of LON-CAPA)
