Not that I'm aware of.

Seem like something like the COM blocking (as noted below) would be
needed.

Maybe even added it to the com block as an option (restrict user to
folder(s) X & Y)

COM/PORT/CHAT

You can ban users from the communication tools in lon-capa by setting
up a communication block:

Main Menu -> COM
          -> Configure Blocking of Student Communication during Exams
