[LON-CAPA-users] clutter in Resource Space

In construction space.  The later versions of LON-CAPA don't allow you 
to delete a resource without first publishing it as obsolete.  If you 
deleted resources from construction space using an earlier version of 
LON-CAPA but still see the resources appear in the resource space, you 
will need to recreate the resources in your construction space in order 
to mark them as obsolete.

Marking a resource as obsolete hides the resource in the resource 
space.  The resource never deletes from resource space.  Anyone still 
using the resource will not suddenly have a broken link and their course 
will still work because the item is actually hidden and not deleted.

After you mark something as obsolete, you are allowed to delete your own 
construction space copy.
