Dear Mark:

Go to install.lon-capa.org.
Click on "Latest RPMS".

Select (and install) LON-CAPA-systemperl.

Or... as a one line command:
rpm -Uvh
http://install.lon-capa.org/3.1/latestRPMS/LON-CAPA-systemperl-3.3-1.i386.rpm
