 - mysql tables changed so STAT & CHRT can filter by groups
 - updating 'Section/Group' -> Section since we have real groups
 - check and prevent creating invalid sections/groups (none or all and
   a section name can be the same as a group)
 - s1-3 back under service contract
 - auto tape changer started testing (SCSI id conflict to be resolved)
 - event registration can be closed now

 - custom roles can't be reenabled or deleted (fixes to be committed)
