An apparently relevant line of lonnet.log is:

I also find (in lonc.log):
Thu Aug 9 13:29:04 2012 (1621) [lon-capa-test.bsu.edu] [Thu Aug 9 13:29:03 2012: Connected to lon-capa-test.bsu.edu] <font color='yellow'>INFO: Connected to lond version: 467</font>
lond.log has:
Thu Aug 9 13:29:04 2012 (1622): <font color='green'>Established connection: bsul1</font>
I think these would appear to imply that there is a connection.
ps aux shows lots of lines like:

I don't see anything odd in any of these. (Except for the " User bsudc at bsu rejected by bsul1" line, of course.) Otherwise, they all look a lot like the corresponding (working) production system, where I find entries like:

Thu Aug 9 13:23:47 2012 (15359): User ******** at bsu authorized by bsul1
It just seems to get more mysterious all the time.
