[LON-CAPA-admin] moving behind firewall

Use of port 8080 was discontinued with LON-CAPA 2.8, so the required  
ports are now 80 and 5663 (443 if using SSL Apache), if you are  
running 2.8.0 or later.

There are no additional concerns as long as hostnames remain unchanged.
