There is no need to be concerned.

In the future the managers table will be used on LON-CAPA Academic
Consortium library servers at Michigan State, Illinois and Simon  
Fraser universities.

For now, you can eliminate the log message on your servers by creating
an empty managers.tab file (as root) via the following command on each
of your servers:

touch /home/httpd/lonTabs/managers.tab

The file /home/httpd/lonTabs/managers.tab used to be installed by
LON-CAPA distributions prior to 2.4, so any servers originally
installed prior to then will already have the file in the expected
location.  Servers on which the first install of LON-CAPA was 2.4.0
or later will not currently have the file.
