[LON-CAPA-admin] Proper settings for access.log

Hi,

I'm trying to clean some things up before we hit the ground running
tomorrow.

I've been getting Permission Denied errors from loncron for a long
time. 

tail: cannot open `/etc/httpd/logs/access_log' for reading: Permission
denied
tail: cannot open `/etc/httpd/logs/error_log' for reading: Permission
denied

Rather than guess what this should be, can anyone tell what the
permissions should be on this file? 

-rw-r--r-- 1 root root 15448 Sep  3 08:22 /etc/httpd/logs/error_log
-rw-r--r-- 1 root root 45227 Sep  3 08:45 /etc/httpd/logs/access_log

Ownership seems to be from root all the way down with read privileges
for other.
