[LON-CAPA-admin] New Testing Version 2.3.99.1 released

Hi Lars,

maxima is unsupported. So the features in this release of CAS,
mathresponse, mathhint, and non sampled formularesponse.

Also there is the fact that FC# is completely unsupported by Fedora so
it's becoming a larger security risk everyday.
