[LON-CAPA-admin] Co-author role but without the right to publish?

Hi,
 My past experience suggests that anyone seriously developing
resources will need to be able to publish them and test them in some
course.  I would suggest that assistant co-authors need
author-configurable privileges.... but, then, I just like to create
headaches for software developers.

Possibly, any work done by an assistant co-author SHOULD be thoroughly
vetted anyway, and thus publication  and in-course testing should be
the responsibility of the Author or full co-authors.
