Currently you can only allow specific users to get a cloned course.

Is the bug requesting making it easier to specifiy either a whole
domain or anyone can clone the course.

2.5.1 will (when this occurs) not make the new course at all. (Since
a new empty course is likely to be unwanted.)

Was this a clone of a fsu course to an fsu course? (Intra domain
cloning should always be allowed.)
