[LON-CAPA-admin] Issues with creating user "name at domain.de"

Hi Peter,

as www, generally lond runs it when adding the author role to a user
account.

For user accoutns where lchtmldir failed, deleteing the Author Role,
and then readding the author role will cause lchtmldir to run agian
and make the directory if it is missing. (So I'd suggest doing that
than running it by hand as www)

Revision 1.20 has a revision info in it. :-)
