Your guesses are correct.  Only the domain coordinator can change
the authentication once it has been set.  You can probably change
everyone's passwd file with a script in the lonUsers directory, for
example, berryma5 at msu exists in:
/home/httpd/lonUsers/msu/b/e/r/berryma5
