It has been included in 2.0.99.0, 2.0.99.1 and 2.1.0 of loncapa.

The fact that it isn't installed in
/home/httpd/lib/perl/Apache

Means that UPDATE is not running to completion, and I'd like to
discover why that is. 

Can you please do as root for me:

./UPDATE | tee alloutput

And then send me the 2 files

alloutput 
WARNINGS
