[LON-CAPA-admin] missing default.sequence

The httpd is down, loncontrol works fine - all the other courses run 
fine on the access server.

It's not the average - even if I wait for a few hours, the minimum is 
1.00, then after a few days the minimum becomes 2.00, then 3.00 and so 
on until I reboot.

> error_log, /home/httpd/perl/logs/lond.log and /home/httpd/perl/logs/
> lonc.log
Nothing relevant there. In /var/log/messages I get:
Nov 28 16:33:15 capa1 httpd: execvp: No such file or directory
Nov 28 16:33:15 capa1 httpd: httpd startup failed
In /var/log/httpd/error_log there is nothing since the last reboot. 
Just before (or during) rebooting I got many messages of this sort:
