Others can chime in here, but I don't know of anything bad that would happen.
As far as I know, ID numbers are just a piece of data in LON-CAPA. The
username is the unique identifier. Given that you can "drop" a student, and
then re-enroll them and get their data back, it shouldn't be an issue.

The answer to this appears to be "sort of" As far as I can tell, the ID can
only be entered/changed by a CC, which means it is tied to the specific
course. On the other hand, there is a mechanism that checks to see if the
username already exists, and if so, it compares checks the ID you entered
against the other IDs entered for that student.
