Actually, yum.conf don't contain any info about where to find base-rpms 
at all. It is in /etc/yum.repos.d/fedora.base which points to:

http://fedora.redhat.com/download/mirrors

This probably explains why it is so slow (you may want to change this 
for the next release). After replacing the baseurl in fedora.base with 
http://distro.ibiblio.org/pub/linux/distributions/fedora/linux/core
yum becomes a lot faster.
