[LON-CAPA-admin] no SPRS, CHRT, or STAT?

Hi Todd,

That means your server has a very high workload, and refuses to do 
something resource intensive like producing STATs.

As a total coincidence, I just improved the error message for this 
scenario 20 minutes before you sent your message:
