[LON-CAPA-admin] DOCS: No main documents

I just created a new course, and assigned a dummy sequence file to the
course. When I enter DOCS, I only see options to add supplemental
documents. The main document options are not there - no import
function. What's going on? How do I import files into this course?

We're running 1.1.99.5
