[LON-CAPA-admin] update to 1.1.99.5 didn't work!

Hello,

I've got some strange behavior from one of our two access servers.  I have
performed identical maintenance and upgrades to both identical machines, but
for one of them (triton) I can't start /etc/rc.d/init.d/httpd.  Possibly
unrelated, but on that same machine VI no longer works.  I get errors when I
start httpd, and I added the VI error for good measure.

For the other access server (proteus) I ran into no difficulties.
