I think that the web_layer test in 0.99.3 is broken.

I'd suggest ignoring it's failure to login in for right now.

Make yourself a domain coordinator using the
make_domain_coordinator.pl script and see if you can login as that
user.

Seems like it isn't properly grabbing the Logtoken and serverid from
the webpage.
