Actually, it is historically accurate to state that localauth.pm should
be overwritten since that was the consensus...I was instructed to have
localauth.pm be overwritten.  I will write a message on this topic shortly.

Again, it is very easy to modify the installation system to have exactly
the behavior you desire.  The only trouble is getting people to
specify, and agree on, the behavior that they desire.
