[LON-CAPA-dev] loncnew debugging details

Hi All,

loncnew has now been instrumented by ron to debug the connection
weirdnesses we have seen

The next time you have a hung or weirded out loncnew, send >that<
process a SIGUSR1.  The loc.log file will now include a list of
the state of all connections and the lonc_error file will include a dump
of the connection objects.  Send those on to this list for analysis.
