[LON-CAPA-admin] loncontrol reload

Gerd,

I'm having problems with problems periodically being shown to the  
student with the error that they are not allowed to access this  
problem - Access not allowed through the browser - the fairly cryptic  
looking message.

I have two FSU problems that did this just two days ago and again last  
night on capa8.phy.ohiou.edu. I was able to replicate it with my  
student login.

A loncontrol restart fixed the problem.

I am also having problems with one of these problems not working. I'm  
diving under the hood shortly to look at the code.

In general there have been a few flaky things with access servers not  
being in synch, but I haven't had time to poke at them and they've  
been below the threshold.
