The opinion of the publishers and others we talked with said the we
expect that each domain using the resources woul need to republish the
resources in their particular domain.


Addtionally we have suggested the publishers could publish them on a
library server at their own domain, and then open connections to only
those other machines at domains that are allowed to have access to the
problems.
