I would qualify that by suggesting  that the resource in question should be imported into some sequence anywhere in your new course.

The course serial number is in that long string and so would not work.
However, I believe that if you used an anchor without the course and sequence number like this:

<a href="/res/uiuc/decoste/202/video/1-01.problem">/res/uiuc/decoste/202/video/1-01.problem</a>
Then it would work.
