1. No, students who are added to a course after a critical message has
been sent do not automatically receive any critical messages sent
prior to enrollment by course personnel to existing students.
The Course Coordinator will need to resend the message to any new
students added to the course in the time since the message was
originally sent.
There is an open enhancement request: "store critical messages to send

2. With "send copy to permanent e-mail address" unchecked the
recipient could still receive an e-mail notification (including an
excerpt of the LON-CAPA message) if the user's preferences had "E-mail
notification of LON-CAPA messages" set to either "All" or "Critical
only".
If automated enrollment is in use, then e-mail notification is set to
"All" when a new LON-CAPA user account is created, if a student being
added by auto-enrollment does not already have a user account (and the
data available during auto-enrollment includes an e-mail addresses for
the student).
Because e-mail notification is a user preference, a student could
delete or modify that setting later on, so it can't be relied on,
whereas the permanent e-mail address can be relied upon, (because the
user does not have rights to change it).
