You need to assume a Course Coordinator role in the course for which  
you wish to configure cloning.

As a DC, from your roles page you can use:
Ad hoc roles in domain <dom> -- Coordinator: "Select Course/Community"  
link to receive an "ad hoc" CC role in the particular course in the  
<dom> domain.

Then use:

Main Menu-> Modify course configuration -> Display (General course  
settings checked)

In the "Users allowed to clone course" row, your options are:
(a) Any user in any domain
(b) Any user in a specified domain (select from a drop down list of domains).
(c) Specific users (username:domain).

Click the "Save Changes" button.
