The simplest would be to increase the default portfolio quota in the domain.

Another possibility is to modify the inst_usertypes() routine in your
customized /home/httpd/lib/perl/localenroll.pm on your library server
to include an additional institutional type. (/etc/init.d/loncontrol
restart needed after making changes to localenroll.pm).

As Domain Coordinator you could then use:
Main Menu -> Set domain configuration -> Display (User blogs, personal
information pages, portfolios checked)

to set the desired portfolio quota for that new user affiliation.

Lastly, you would need to create a CSV file containing: username,
affiliation(s)
where affiliation(s) would include the new institutional type to whom
the elevated quota had been assigned.

As Domain Coordinator upload the CSV file using:
Main Menu -> Create users or modify the roles and privileges of users
-> Upload a File of Users

Note: users can have more than one institutional affiliation. In such
cases the quota would be set to the affiliation with the highest value.

(Of course, you might decide it would be easier to click through the
existing User Management interface 84 times, to modify the quotas
individually).

On a separate note: I have also just filed an enhancement request
(see: http://bugs.loncapa.org/show_bug.cgi?id=6624) to add more fields
(including portfolio quota), so that quotas for individual users can
be set by a DC by using file upload.
