As Course Coordinator use:

Main Menu -> Modify parameter settings (due dates, etc) for resources  
and the course -> Reset Student Access Times

to find the interface used to reset access times.

Yes, the timer needs an additional option of "no time limit" so this  
can be used as a more specific parameter setting (e.g., for an  
individual user) to override a more general setting.

A less than ideal workaround, if setting the time limit to the maximum  
currently allowed limit of 31 days is not acceptable, would be to  
create a group which contains everyone except the instructor, and then  
set the timer at a group level (for this group) for each folder.
