Hi,

I am afraid there is no good solution. This is related to

http://bugs.lon-capa.org/show_bug.cgi?id=5723

The problem is how to distinguish between intentional and "automagic"  
paragraph tags.

I would recommend to disable the WYSIWYG editor for now.
