No. Chronological order of setting parameters should not be relevant,
however you should check the cascading hierarchy of parameters to see which
ones are taking precedence.
(For example sometimes people set parameters for the specific course
Section, but only look at the parameters for "all students" in the course
(which would be the default when a section level parameter is not
specified).
You might find that you have a different date taking precedence for the
specific student user (or group, or section) which you are using to test
this out.

There is also a Parameter, "Show Problem Status",  which has several
different states, which you might like to investigate.

Also, newly set parameters make take 10 minutes or so before their effect is
observed (which makes testing of these conditions tiresome).

To be reasonably sure I am seeing current parametric conditions from the
student perspective, after making any change, I sometimes log in on a
different access server than previously, to avoid any caching issues.  i.e.
it has to get the current parameter setting from the library server.  (I'd
still wait 10 min though, if an expected change did not take effect.).

And another question:  In your "Course Environment Paratmeters" are you
using "standard" grading or ...?
