This is not a tweakable item.

> I only want them to submit when they are all done. I don't want to grade

Things only get added to the grading queue if they fully submit the
answer.

So If you grade by the option of 'in grading queue', you should only
see ones where they have actaully submitted (as opposed to having done
draft submissions)
