Gerd,
	After waiting a while, I finally got something returned on recent
activity for that student.  There were no submissions, but in a course
upload form, there was a line

"jqs32",xxxxxxx,"Student, Jane Q",,,,,,

where the 5th-8th fields represented scores on the exam (which she
didn't take).  The only activity listed on her account is processing the
score upload; since those fields are empty, there are no submissions for
these problems.  I guess even though there are no submissions, this
activity makes her not be a "No Course Data" student.  Am I interpreting
this correctly?
